TMC simplifies rules on redevelopment :Hindustan Times

THANE: Thane Municipal Corporation (TMC) has taken steps to do away with ambiguity on redevelopment.
It has issued a circular with detailed guidelines based on the different directives of the high court and the state.
“We chalked out the guideline taking into consideration the constant threat of people losing lives in building collapses and the difficulties faced by the authorities in vacating and demolishing dangerous buildings,” said Sandeep Malvi, public relations officer, TMC.
The guidelines will leave no loopholes in the law and speed up redevelopment process. It will help resolve conflicts between the various parties over redevelopment issues so that people do not continue staying in dangerous buildings.
TMC officials said the corporation is the first civic body in the state to issue such detailed guidelines that takes into consideration all possible situations and disputes, which can arise with respect to old buildings and also solutions to resolve them.
Most dangerous buildings in the city are awaiting redevelopment owing to disputes between the tenants, owners and developers. The guidelines will impose stricter norms to ensure the buildings are either repaired or redeveloped.
The guidelines will streamline the entire process of dealing with dangerous buildings and the redevelopment issues of the building. This is the first time that any municipal corporation across the state had formulated such guidelines,” said Malvi.
According to the guidelines, every ward officer, assistant municipal commissioner or any other designated officer will be responsible for completing the legal process with respect to i dentifying and sending notices to dangerous building in his ward before January 15.
The list of dangerous buildings will be published on the corporation’s website, ward offices and newspapers the same day.
“It will be mandatory to evacuate any building which is declared dangerous in the list irrespective of the fact if it is repairable or no. The structural audit of such a building will be submitted to the TMC in 15 days. If the buildings cannot be repaired, they would be demolished immediately,” Malvi added.
The buildings should be repaired within three months after getting permission from the civic authority. This will be the responsibility of the owner as well as residents
