The Maharashtra Industrial Development Corporation (MIDC) has taken over 1,700 plots as no industries have come up on them despite several extensions.
Bhushan Gagarani, chief executive officer, MIDC, said showcause notices had been issued to 3,734 plot-owners in MIDC estates across the state.
“Most of these plots had been allotted for setting up of small and medium scale industries. The time given is anywhere between two and five years. Earlier we would grant extension if the industry did not come up during this period. Now we have stopped giving extensions,“ Gagarani said.
Earlier extensions were granted on the grounds that the investor may have hit a bad patch, ill-health etc. But with the government focusing on creating a manufacturing hub in the state and opposition to land acquisition, it has decided not to allow extensions unless it is proved that the investor is serious on setting up an industry . The plots which have been taken back are given to those who are on MIDC's waiting list.
Recently, the government offered 1,500 acres in Talegaon MIDC to Foxconn to set up a $5bn semi-conducter unit that is expected to create 50,000 jobs. Gagarani said often the land sharks first corner the plots and then transfer them to another person at a higher rate. “In order to stop landarks from bidding for sharks from bidding for these plots, we have also stopped the transfer of a vacant plot. Only a plot on which an industry has already been set up is now al owed to be transferred,“ Gagarani said.
He also said that the scrapping of the River Regu lation Zone (RRZ) policy had helped the expansion of existing industries.
These industries had been set up in the 70s and their expansion was ham pered as the RRZ policy was applied retrospectively.
As part of ease of doing business scheme, the MIDC has already reduced the number of permissions required from the corporation to set up industry within its estates to five.
