Slum rehabilitation gets govt push:Hindustan Times

State allows forcible takeover of land, brings down percentage of consent for redevelopment to 50%

MUMBAI: To boost slum redevelopment in the city, the state government on Wednesday decided to make major changes to the slum rehabilitation policy.
Apart from bringing down the percentage of tenants whose consent is required for rehabilitation, the government has empowered agencies to forcibly take over land for rehabilitation from landowners.
In a review meeting chaired by chief minister Devendra Fadnavis at Mantralaya, the decision of expediting the cluster development of slums under clause 3-K of the Maharashtra Slums Act was taken. Sources said the fact that none of the redevelopment projects are ready led to this move.
“Major slum redevelopment projects by five leading builders on key slum areas have been stalled for various reasons. The government has decided to chalk out a master plan to implement the scheme and ensure tenants are not held to ransom by builders,” said an official from the home department.
To push t he incomplete projects, the government has also decided to bring down the consent percent of the total tenants from 70% to 50%. “This will help the projects to move faster. Also, we have decided to prohibit tenants from changing the developer for five years from the appointment as long as the developer moves the project in the right direction. This will curb the practice of replacing builders based on false assurances,” the official added.
The government has also decided to empower the Slum Redevelopment Authority (SRA) to acquire land forcibly, in case the landowners fail to kick off the redevelopment process in three months.
The SRA has also been directed to conduct surveys of the area occupied by slums in the city using global positioning system (GPS) and electronic total system (ETS). The home department official said that after completion of the survey, strategic redevelopment will be undertaken by SRA. He added that the eligibility of the tenants will be fixed based on the findings of the survey, thus leaving less room for irregularities.
