Fresh tenders for delayed Colaba sewerage project : Hindustan Times

MUMBAI: The Brihanmumbai Municipal Corporation (BMC) will re-invite the tenders for the delayed and controversial Colaba waste water treatment facility (WWTF) project.


Two months ago, municipal commissioner Ajoy Mehta had scrapped the Rs124-crore tender after discovering irregularities. The civic body has now made some changes to the tender clause so that the project would go ahead smoothly.

Tenders are expected to be floated this week. “This time we have changed a condition to set up the plant. Earlier, only one technology was allowed, which led to massive cost bidding and chance of monopoly,” said a senior civic official.

“Now, there are four different technologies permitted for the sewerage treatment plant. In the fresh tender, all four technologies will be allowed to come and competition will benefit the civic body.”

The plan of handling city’s increasing sewerage is delayed since Municipal Sewerage Disposal Project (MSDP-2) is running far behind from its schedule.

This delay is adding to the increase in pollution of sea shore and affecting marine life. The project is part of the ongoing Mumbai sewerage disposal project (MSDP-2), under which the construction and upgradation of WWTFs will be undertaken at 7 locations across the city.

This is the second time the BMC has opted to re-invite tenders for the Colaba WWTF project. One company took part in the first tendering process last year. The company had quoted more than 50% of estimated cost of Rs124 crores.

Additional municipal commissioner Dr Sanjay Mukherjee said, “After finalising the company, we will soon start the construction for the project on the ground level. We are also pursuing the pending issues of other such plants.”
