One panel to clear projects by civic depts likely soon : Hindustan Times

MUMBAI: The city may soon get a single-point authority in each civic department to facilitate faster clearances for development projects.

With an aim to speed up the construction per mit approval process in the city, the Brihanmumbai Municipal Corporation (BMC) had issued a notice last month, about the appointment of a third party consultant for the sewerage projects (SP) department.

The move is important in the light of India slipping from 134 to 142 among 189 countries in the World’s Bank ‘ease of doing business’ index.

Of the top 17 Indian cities, the data found that Mumbai ranked 10th on the index.

Under the existing system, for a new business or construction projects, 67 permissions have to be taken from different civic departments, taking around three years or even more. Often, permissions have to be taken from various wings if the same department, further prolonging the process.

However, according to the circular, the consultant will be given powers to provide all non-objection certificates (NOCs) for the sewerage department.

The scope of the work also includes recovery of scrutiny fees, collection of penalties, permitting laying of new sewer lines among others.
